Section 3.2.3 says:
When the PAC receives the Outgoing-Call-Reply, it attempts to connect the call, assuming the calling party has not hung up.
It should say:
When the PAC receives the Incoming-Call-Reply, it attempts to connect the call, assuming the calling party has not hung up.
Notes:
The PAC does not receive Outgoing-Call-Reply messages, as also indicated in sections 3.2.4.1 and 3.2.4.2. It receives Incoming-Call-Reply messages, as indicated in sections 3.2.3.1 and 3.2.3.2.

It should say:
