Section 6.6 says:

      Opt Data Len

         8-bit unsigned integer.  Length of the option, in octets,
         excluding the Option Type and Opt Data Len fields.

It should say:

      Opt Data Len

         8-bit unsigned integer.  Length of the option, in octets,
         excluding the Option Type and Opt Data Len fields.  In this
         case, the value of this field is always 10.

Notes:

Provide specific length value.
