Section 3 says: 

FOO:

      Forward Observation Observer.

It should say:

FOO:

      Forward Observation Officer.

Notes:

Earlier text in this RFC mentions that FOO can refer to “ Forward Observation Officer”. This makes more sense than “ Forward Observation Observer”.
