Section 4.1.2.8 says:
This profile RECOMMENDS that names not be reused for different entities and that Internet certificates not make use of unique identifiers.
It should say:
It is RECOMMENDED that names not be reused for different entities and that Internet certificates not make use of unique identifiers.

RECOMMENDS is not a normative language per:
The key words "MUST", "MUST NOT", "REQUIRED", "SHALL", "SHALL NOT",
"SHOULD", "SHOULD NOT", "RECOMMENDED", "MAY", and "OPTIONAL" in this
document are to be interpreted as described in [RFC2119].
There are other similar uses of RECOMMENDS in the document.
