Section 2 says:

It does not replace PMTUD [RFC8201], Packetization Layer Path MTU
Discovery (PLPMTUD) [RFC4821], or Datagram Packetization Layer PMTU
Discovery (DPLPMTUD) [RFC8899] but rather is designed to compliment
these methods.

It should say:

Notes:
