Section 2 says:

All the simple emotions described as expressible
   via this mechanism can be displayed with two or three 7-bit, ASCII-
   encoded characters.

It should say:

All the simple emotions described as expressible 
   via this mechanism MAY be displayed with two or three 7-bit, ASCII-
   encoded characters.
