Section 4 says: 

Source goal sources SHOULD be encoded as UTF-8

It should say:

Script goal sources SHOULD be encoded as UTF-8

Notes:

Section 3 says there are only two goals: Module and Script. That "Source goal" is a typo and should read "Script goal".
