Section 5.15 says:
A nominee may not know they were a candidate. This permits a candidate to be rejected by a confirming body without the nominee knowing about the rejection.
It should say:

Notes:
We do not have "private" nominees any more. All candidates are posted on the website, comments from the IETF community are solicited multiple times, each cnadidate must have an interview with NomCom and respond to a questionnaire. While there is some interest, scattered, in getting rid of the questionnaire, the concept of "nominee didn't know they were nominated" is clearly outdated.
