Section 2.2 says:

Smaller zones, or large
but relatively static zones, are encouraged to not use the opt-opt
flag and to take advantage of DNSSEC's authenticated denial of
existence.

It should say:

Smaller zones, or large
but relatively static zones, are encouraged to not use the opt-out
flag and to take advantage of DNSSEC's authenticated denial of
existence.

Notes:

There is a typo, "opt-opt" should be "opt-out".
