Section 6.6.1 says:

Type Low: 1 octet that defines the TLV Opcode; see TLV Definitions in
   Section 3.

It should say:

Type Low: 1 octet that defines the TLV Opcode; see TLV Definitions in
   Sections 6.7, 6.8, and 6.9.

Notes:

There are no TLV definitions in Section 3. The TLV Opcodes are defined in Sections 6.7, 6.8, 6.9.
