Throughout the document, when it says:

[semicolon outside]
"http://example.org/ros&#233";

It should say:

[semicolon inside]
"http://example.org/rosé"

Notes:

In ALL cases, the final semicolon has to be inside the double quotes, not outside. See the example above.
