Section 6 says: 

   IBEPublicParameters ::= SEQUENCE (1..MAX) OF
     IBEPublicParameter

It should say:

   IBEPublicParameters ::= SEQUENCE SIZE (1..MAX) OF
     IBEPublicParameter

Notes:

Need to add "SIZE" for the ASN.1 module to compile properly.
