Section 8.3.1 says: 

8.3.1.  Control Message Attribute Value Pairs (AVPs)

   An additional AVP Attribute is specified in Section 6.3.1.  It was
   defined by IANA as described in Section 2.2 of [RFC3438].

It should say:

8.3.1.  Control Message Attribute Value Pairs (AVPs)

   An additional AVP Attribute is specified in Section 6.3.1.  It was
   defined by IANA as described in Section 2.1 of [RFC3438].

Notes:

The correct section of RFC 3438 is 2.1 instead of 2.2
