Section 3 and A says:

   ECPrivateKey ::= SEQUENCE {
     version        INTEGER { ecPrivkeyVer1(1) } (ecPrivkeyVer1),
     privateKey     OCTET STRING,
     parameters [0] ECParameters {{ NamedCurve }} OPTIONAL,
     publicKey  [1] BIT STRING OPTIONAL
   }

It should say:

   ECPrivateKey ::= SEQUENCE {
     version        INTEGER { ecPrivkeyVer1(1) } (ecPrivkeyVer1),
     privateKey     OCTET STRING,
     parameters [0] ECParameters  OPTIONAL,
     publicKey  [1] BIT STRING OPTIONAL
   }

Notes:

ECParameters is not a parametrized type. This means that it cannot be used as a parameterized type by passing in the NamedCurve set as a parameter.
