Section 6 says: 

[IERS] International Earth Rotation Service Bulletins,
       <http://hpiers.obspm.fr/eop-pc/products/bulletins.html>.

It should say:

[IERS] International Earth Rotation Service Bulletins,
       <http://hpiers.obspm.fr/eop-pc/products/bulletins
        /bulletins.html>.

Notes:

Original link is missing a "bulletins/" before the terminal "bulletins.html".
This leads to a 404
