Section 2.4.2 says: 

    systemFailure       (25)
      -- the request cannot be handled due to system failure  }

It should say:

    systemFailure       (25)
      -- the request cannot be handled due to system failure -- }

Notes:

In ASN.1 syntax 1988, comment lines followed by content must be terminated by a double-hyphen.
