It should say:

BEGIN:VCALENDAR

PRODID:-//Example Inc.//Example Client//EN
BEGIN:VTIMEZONE

Notes:

Example Inc. is used in all examples, especially in Section B.2.2, the matching XML Data. Also, the BEGIN:VCALENDAR is missing.
