Section 2.2 says:

 layer 3                   the protocol layer at which IP and its
                           associated routing protocols operate
                           link layer synonymous with layer 2

It should say:

 layer 3                   the protocol layer at which IP and its
                           associated routing protocols operate
 
 link layer                synonymous with layer 2
