Section 2.3 says:
The String field is at least one octet in length and contains the VLAN Name as defined in [IEEE-802.1Q] clause 12.10.2.1.3 (a). [RFC3629] UTF-8 encoded 10646 characters are RECOMMENDED, but a robust implementation SHOULD support the field as undistinguished octets.
It should say:
The String field is at least one octet in length and contains the VLAN Name as defined in [IEEE-802.1Q] clause 12.10.2.1.3 (a). [RFC3629] UTF-8 encoded ISO 10646 characters are RECOMMENDED, but a robust implementation SHOULD support the field as undistinguished octets.
