It should say:

Needs to be formulated differently.

Notes:

This text needs information which comes later in RFC4301. There must be an explanation of decorrelation (hint on Appendix B).
The part of outbound traffic is confusing. If you have no SPD-S entries, you can handle it the same way as explained for inbound traffic.
