Section 2.3.5 says:

      id-characteristic-two-basis OBJECT IDENTIFIER ::= {
           characteristic-two-field basisType(1) }

It should say:

      id-characteristic-two-basis OBJECT IDENTIFIER ::= {
           characteristic-two-field basisType(3) }

Notes:

Note that this bug is only in Section 2.3.5; the ASN.1 module in Section 3 has the correct OID.
