Section 1.4.2 says:

   In order to address
   this problem, "Packetization Layer Path MTU Discovery" [RFC4821] does
   depend on the delivery of ICMP messages.

It should say:

   In order to address
   this problem, "Packetization Layer Path MTU Discovery" [RFC4821] does
   not depend on the delivery of ICMP messages.
