Section 5.1.2 says:

Conversely, a recipient MUST be prepared to handle received transport
parameters that contain more than six Suite IDs.

It should say:

Conversely, a recipient MUST be prepared to handle received transform
parameters that contain more than six Suite IDs.

Notes:

The section describes the ESP "transform", not "transport", parameter.
