Section 25.1 says:

The TEXT-UTF8-TRIM rule is used for descriptive field 
contents that are n t quoted strings,

It should say:

The TEXT-UTF8-TRIM rule is used for descriptive field 
contents that are not quoted strings,

Notes:

"are n t" => "are not"
