Parent issue: Errata process

Problem Statement: Submitting and searching for errata is considered by some to be non-trivial. The overall process around the errata service should be reviewed to see if/how the RFC Editor can assist in improving the process. Much of the process is governed by the streams (IETF, IAB, IRTF, Ind Sub) and so will be out of the RFC Editor purview.
