[rfc-i] new HTML version of publication queue lacks anchors

Hi Julian,

This was intentional -- the anchors seemed no longer necessary as the queue page is a sortable table with one row per draft, rather than a long, unsortable page with several lines per draft. If the anchors would be useful, please let us know why.
