[rfc-i] Current averages for time-in-queue-state

The web page for checking on the status of a draft being processed by
the RFC Editor is nice.  It makes it easy to see where things are, in
terms of the overall sequence.  It also helps give a sense of the
overall load on the RFC Editor.

What's missing is a sense of the handling /within/ queue.

In particular, it would help to show current averages being experienced
by drafts, for each queue state.  This would be a relatively cheap,
useful enhancement, far short of having an explicit progress note for
each draft.

If EDIT averages 10 weeks and a specific draft has been in the EDIT
state for 8, it's not time to start worrying.  If it's been in the state
for 12 weeks, it might be.
