[rfc-i] Alternatives to 'deprecated' in xml2rfc v3

Dave Crocker doesn't like the term deprecated for the elements that we
want to exclude from future use.  He is probably right: I believe the
intention is that these elements MUST NOT be used in the proposed new
canonical RFC input syntax, rather than SHOULD NOT be used.  They are
historic items there for backwards compatibility only.  'Deprecated' is
more along the advisory or SHOULD NOT axis.

So how about replacing 'deprecated' with either 'historic' or 'backwards
compatibility only' (BCO).
