HTML, even for languages that use characters outside the ASCII 
repertoire, can be written purely in ASCII, by using (numeric) character 
references (e.g. ꯍ). However, these days, the majority of HTML is 
written in UTF-8 (see 
http://googleblog.blogspot.ch/2012/02/unicode-over-60-percent-of-web.html).
