[rfc-i] comments on RFC style guide draft

A certain large company whose name starts with 'O' broke all links from
this one other company (whose name started with 'S') when the first
acquired the latter.  There is no such thing as a stable resource on the
'Net, but I bet many individuals try harder to not break links to their
resources than some large organizations do.  Ideally normative references
from Standard-Track RFCs could at least be archived by the RFC-Editor,
though -obviously- not generally republished by the RFC-Editor.
