[rfc-i] RFC Mail Issue

On Saturday, January 18th, a problem with a portion of the virus
scanner on the RFC-Editor mail server developed which caused a portion
of the email traffic through that server to be delayed.  This problem
was not immediately detected, because some mail did continue to flow,
however, some mail could not be processed.

An error message sent by Heather on Sunday, January 19th to the IT
team allowed us to quickly identify and correct the problem, and mail
is now flowing correctly.

During the outage period, some mail was delayed, and some mail did not
get processed.  However, unprocessed (and delayed) email was reported
back to the email senders by the server's bounce mechanism, so any
user sending an undelivered email was notified about the delay and/or
failure in delivery of their email.

Reporting systems currently being implemented will be adapted to catch
this particular circumstance in the future, to prevent this problem
from going undetected again.
