+1.  Or:

"How soon can authors start using non-ASCII Unicode characters in
Internet-Drafts and RFCs?"

Because there's no question of permitting non-Unicode characters in
I-Ds and RFCs.  No one has asked for that, and we're not likely to
provide a mechanism for that either.
