FWIW, my lyx2rfc tool makes referencing things in the bibxml repo very
easy: you type the name of the reference in the references section,
highlight it, apply the BibXML custom inset to the reference name,
then elsewhere in your document any time you want to reference that
you enter its name, highlight it, and apply the EntityXRef custom
inset. Vanity anchors not supported at this time. Also supported are
inlined bibxml references.
IMO v3 should make it as easy to reference things in a standard
reference library. Things not in any standard reference library
should be inlined or included (via ENTITY or XInclude, but anyways,
included at the XML processor level).
The xml2rfc processor should have an option to emit canonicalized XML
where *all* bibxml references used are inlined.
