That (unfortunately, IMHO) isn't quite true. Correct separation
of Normative and Informative references is a *requirement* of the
standards track (including BCPs) but it is also commonly used in
other documents that have the nature of a specification. As
we discussed recently, it's a per-stream issue as far as policy
goes, even though the style guide defines how it's done.
