Why?   Instead of #section-<n> you'd have #<unnumbered-section-anchor>
as the URI fragment.

Unnumbered sections would have to have user-defined anchors to be
referenceable, something like:

<section unnumbered="true" anchor="ackowledgements" title="Acknowledgements">
