[rfc-i] Number of submission formats

Greetings again. Despite it being discussed repeatedly in the face-to-face BoFs and on this list, draft-iab-rfcformatreq still ignores the very significant issue that document creation tools are for Internet Drafts, not for RFCs. Many people have expressed a strong desire that, if the publication format changes, that the same format be allowed as a submission format.

It is still not clear that the RFC Editor gets to say what the submission formats are. Some people have said that the RFC Editor must accept whatever each stream wants to set as its submission format. Others have mistakingly assumed that the IETF Stream is the only stream that matters, and often assumed that there will never be new streams added.

I propose that draft-iab-rfcformatreq add a section explicitly saying that, whatever the output format is be allowed as an input format. It doesn't have to be the only submission format, but that would be OK too. This will require a change to the Internet Drafts submission tool, but probably not a large one.
