Hi Paul,

I'm curious as to where you are getting your time stamps?  I just did a
quick sanity check against the announcements I see to
ietf-announce at ietf.org and rfc-dist at rfc-editor.org for the last month or
so.  While the timing seems to trend towards the afternoons, it does not
seem that after 5pm PT is typical.
