[rfc-i] Scripts, ... for producing non-ASCII versions of drafts available

In earlier mails, I have already shown examples of drafts containing 
non-ASCII text in examples and names. Today, I got around to put the 
necessary scripts into the IRI WGs subversion repository. I also added 
the facility for using bidirectional markup, which is important for one 
of our drafts.
