Y-o-a-v is a compromise between getting English speakers to pronounce it as close as possible to the way it should and shortness. If a draft I write had יואב ניר in the header, it would be meaningful to very few people. People with Chinese, Japanese, Korean, Russian, Arabic or Hebrew names don't expect to render their names on RFCs with their native code points.
If a draft you write had only יואב ניר in the header, then indeed that
would be a problem. But if a draft you write has יואב ניר in the address
section in addition to "Yoav Nir", then that will allow those people who
can read that to send you mail in Hebrew with your actual name, rather
than have to guess. The same for Chinese, Japanese, Arabic, whatever.

Well, decent publication outfits (think ACM, IEEE,...) do that since
they started. It has been a strong tradition before early computers
threw everything out with US-ASCII. Maybe we should call ourselves lucky
that the RFC format was petrified after computers managed to distinguish
between upper- and lower-case letters?. Since the early 1970ties,
technology has advanced a lot. The '80ies brought us copy-and-paste, and
that works extremely well for non-ASCII stuff, too, so you'll never
actually have to keyboard in my name :-).
