I'd refine this a little and say each *paragraph* should average less than
0.5 old-style pages, which is completely reasonable.

Tooling can ensure that each paragraph is uniquely numbered.  CSS can ensure
that the paragraph reference gets printed (when you're in killing-trees
mode).  For example:

@media print {
     p[id]:after { content:" [#" attr(id) "]"; }
}
