At yesterday's BOF, at least on Jabber there was a short mention of a 
W3C tool that worked directly with HTML. Here's a pointer:

I haven't used it myself, but I know a few folks who are very 
enthusiastic about it.

For IETF purposes, it's just another data point, but I wanted to make 
sure it's mentioned on the mailing list.
