There is a significant difference between the two: if it's a direct answer then the user only gets to choose between stylesheets hosted at the location that the RFC points to, which would probably be the www.rfceditor.org. If it's a redirect than any stylesheet hosted somewhere reachable for the host displaying the RFC can be used. But the exact mechanism can be determined at a later date, yes.
