[rfc-i] rfcformat session: xml2rfc implementations

Hi,

I recently watched the session from the Vancouver meeting, and I have 
one comment wrt what Tim Bray said:

- there three, not two, independent implementations (the original TCL 
code, my XSLT code, plus the new Python implementation).

- I do agree that the TCL code is hard to maintain (although I wouldn't 
say "unmaintainable"), but it's certainly not the case for the XSLT 
variant (I would know, wouldn't I-).
