[rfc-i] Reclassification of RFC 2223

Hi Nevil,

According to http://www.rfc-editor.org/info/rfc2223 RFC 2223 is not 
Obsolete.  According to the RFC Editor website, RFC Document Style is 
documented at http://www.rfc-editor.org/rfc-style-guide/rfc-style and 
Instructions to Request for Comments (RFC) Authors is documented at 
http://www.rfc-editor.org/rfc-editor/instructions2authors.txt

I gather that the information provided in RFC 2223 is out of 
date.  Between you and me, it's a bit like V'Ger.  Instead of waiting 
until 2273, I suggest reclassifying RFC 2223 as  Historic within the 
immediate future.
