[rfc-i] FYI sub-series and RFC 1150 - proposal to update

Yes, the last posting to the FYI sub-series was from the Independent Stream; however it obsoletes RFC 2828, which was on the iETF Stream.  We could esplore whether this was an error, but it it not worth it at this point.
