But it is highly annoying that we let non-ASCII characters slip through. 
For the past 10 years the RFC Editor has been running a (trivial) script 
on every RFC to enforce the character set rules.
I *thought* we ran it on ALL RFCs in the repository, but apparently
not. Sigh.
