[rfc-i] Section Ordering in RFCs (Abstract Placement)

I am currently waiting the changes associated with allowing Independent
Submissions to move forward as well.

Is there a way to avoid several of these changes occurring
independently, so we can update the templates all at once instead of
repeatedly over the next months?
