[rfc-i] RFC Editor Model: RSE Responsibilities

Olaf,
Nice model, daunting list of functions. Certainly at least a fulltime
person. At present,
these functions are variously divided among three people, who meet weekly for
coordination, visit each other's offices, and exchange a lot of email.
