thanks for the context, which only shows that the problem is bigger than
I anticipated.
So the choice, allowed by IETF procedures, really is between:
a) claim that something is "work in progress" when it is not (confusing
everybody except those who know about these procedures),
b) not include a reference, although the reference would be clearly
helpful for the reader,
c) somehow point to historic documents in the prose of the spec, but do
not add them to the References section (which seems a bit like cheating
to me).
