I'm assuming that draft-hoffman allows these characters. I'm NOT
claiming we can't "allow" all three; I'm claiming I don't have a print
path that supports all three on Vista.

I tried that - the BOM is there. Now open the file with a Windows app
and view it and try to print it - show me any app that preserves all
three properties above. Wordpad (which works for ASCII, FF, LF) isn't it.
